Jim Lahey, better known as Mr. Lahey, is the trailer park surpervisor.

In the 2nd season, it's revealed that Jim Lahey is indeed a drunk. Jim in Season 1, is much cleaner and not drunk. In Season 2, due to his alcoholism, Sunnyvale fell into depression, and flipped cars and garbage littered the streets.
